FOR IMMEDIATE RELEASE

Mayor Marty Orr wishes to announce that the Wilmington City Council recently adopted an ordinance to encourage construction of new residential housing. The City of Wilmington is waiving the collection of all impact and connection fees for the next thirty (30) approved residential zoned lots. The fees being waived are the $8,000 water and sewer connection/tap on fees and $4,600 (estimated) of school, park and library impact fees. Therefore, the previous building permit fee costs were $14,000 (estimated).

Now, the building permit costs will be $1,350 which is a reduction of $12,600 to the costs for construction of new homes in Wilmington to promote and encourage housing construction of vacant improved lots.

City Wide Clean Up


Waste Management will begin collecting yard waste materials

City of Wilmington Residents,

Waste Management will begin collecting yard waste materials (i.e. trimmed branches, shrubbery, leaves, grass clippings) April 3, 2014 through November 28, 2014. Yard waste is collected by Waste Management once per week on the same day as the refuse collection. All yard waste items placed out for collection by residents must be at the curb by 6:00 a.m.

Yard waste materials can be placed in “Kraft” paper bags designed and sold specifically for the collection and disposal of yard waste. Waste Management has available for rent or purchase 96-gallon carts to homeowners for the purpose of disposing of yard waste. If you would like obtain a yard waste cart please contact Waste Management directly at 1-800-796-9696.

Branches and brush must be bundled and tied with string or twine (not wire). Branches must be cut into lengths of 4 feet or less, and each branch should be no larger than 4 inches in diameter. Each bundle must not weigh more than 50 pounds.

ComEd Weather Alert

At this time there are ~40,000 customers out of service in the service territory. Over 31,000 are in Southern Region. The main contributor will likely be the rain from last night freezing on the wires couple with heavy wet snow and high winds. Expect in some cases for crews to have issues with accessing areas that are unreachable by road.

ComEd is taking the necessary steps to assure crews are ready should power interruptions occur as a result of this severe weather. As a reminder, we have created a number of new communications tools for customers. A couple to highlight are:

1.      Customers can text in their outages and receive updates via text messaging from ComEd. All they need to do is sign up. Visit ComEd.com/Text

2.      We have also made great strides on our ComEd.com outage map. With ComEd’s outage map, customers can view all outages in the ComEd service area at once and zoom in and get details on specific areas, such as the estimated restoration time & status of crews working to resolve problems.  Visit ComEd.com/Map

Municipal Leadership- Please have your list of pre-determined critical facilities containing account numbers ready for use. Be sure your Public Works Department has that information. Should you have a service interruption, please call in a ticket and include the account number.  

When you do call in a ticket to 800-376-7693, be sure to include the following:

1.      Type of facility
2.      Impact
3.      Does it have back up generation?
4.      Include a cell number in the event we need to reach you

ComEd’s Residential Special Hardship Grant

ComEd has dedicated $10 million in assistance funds in 2014 to help customers facing financial hardship pay their electric bill. Through April 1, 2014 ComEd has adjusted the eligibility requirements for financial assistance programs for eligible residents including seniors, veterans and activated members of the armed services. In addition, the company is now offering flexible budget billing and flexible deferred payment agreement options to assist customers receiving higher than normal bills in light of the severe cold weather blanketing northern Illinois.



To apply for ComEd’s Residential Special Hardship Grant or the State sponsored assistance programs, such as LIHEAP, customers should visit a local LIHEAP Agency. General Primary Election

We wish to inform voters that the General Primary Election will be held on Tuesday, March 18, 2014.

The City of Wilmington will be conducting In-Person Early Voting for the 2014 General Primary Election beginning March 3, 2014 through March 14, 2014 for all voters registered in Wilmington, Florence, Wesley & Custer Townships. Early Voting hours are Monday-Friday from 10:00 a.m. to 1:00 p.m. at Wilmington City Hall located at 1165 S. Water Street.

EMERGENCY WATER SHORTAGE

The city's supply of water is low as the main feeding the treatment plant is frozen. Emergency repairs are underway today but residents are being asked to limit usage until the new line is installed. All car washes and laundromats in town are being asked to close. Delay laundry and dish washing usage until Sunday. As for flushing, may want to let yellow stay mellow and brown hang around before going down.

Illiana Tier Two Draft Environmental Impact Statement
Released for Public Comment
Lowell, IN and Wilmington, IL - The Illinois and Indiana Departments of Transportation (IDOT and INDOT) will host public hearings for the Illiana Tier Two Draft Environmental Impact Statement (EIS), which is evaluating transportation improvements in Will County, Illinois and Lake County, Indiana.
The Tier Two Draft EIS is a compilation of stakeholder outreach and comprehensive information about the project's purpose and need, proposed plans and alternatives, and potential effects on environmental resources such as wetlands, wildlife, cultural resources and noise, as well as potential effects on future traffic operations caused by proposed alternatives as well as the "no-build" alternative. The Tier Two Draft EIS Notice of Availability (NOA) was made available for public review and comment on January 24, 2014 at www.IllianaCorridor.org, as well as local libraries in the study area and DOT offices. A complete listing of these locations can be found on the project website. The NOA begins the 45 day public review and comment period which runs through March 10, 2014.
The public hearings will be held in an open house format, and interested persons may attend anytime between 5:00 and 8:00 p.m. There will be a continuous presentation, and the public is encouraged to attend, review and comment on the:
  • Purpose and need for the improvement
  • Alternatives under consideration
  • Preliminary road closure plan
  • Social, economic, and environmental impacts and proposed mitigation strategies
  • Section 106 Effects Assessment Report (effects on historic properties)
  • Proposed Section 4(f) De Minimis Impact Determination regarding improvements at Wauponsee Glacial Trail near Symerton Illinois

Land acquisition specialists will also be available to answer questions about right-of-way acquisition and residential or business relocation that may be required as part of the project. In Illinois, the Division of Highways will process a permit for construction in a regulated floodway whenever such permits are required for the project. Attendees are encouraged to provide oral or written testimony to court reporters to be included in the public record and speak with IDOT, INDOT and study team representatives on a one-on-one basis. A public forum will be held at 6:00 p.m. each day where the public is invited to make 2-minute statements to a court reporter and to the public.
The Tier Two Draft EIS was made available for public review and comment on January 24, 2014 at www.IllianaCorridor.org, as well as local libraries in the study area and DOT offices. A complete listing of these locations can be found on the project website. In addition, comments on the Tier Two Draft EIS will be accepted through March 10, 2014.
Consistent stakeholder input throughout the study process has been critical to the development and evaluation of a broad range of transportation improvements. After the hearings and the public comment period have concluded, IDOT and INDOT may continue to make refinements to the recommended Preferred Alternative based on stakeholder input and technical findings. The final Preferred Alternative will be documented in the Final EIS and Record of Decision for the project, anticipated to be released in late Spring 2014.

In the event the hearing is cancelled due to the Town of Lowell school closings, the rescheduled date will be March 5, 2014, and will be held at the Hebron High School located at 509 S. Main Street, Hebron, IN 46341. In the event the hearing is cancelled due to City of Wilmington school closings, the rescheduled date will be March 6, 2014, and the hearing will still be held at the Local 150 Training Facility listed above.

Weather Alert Notice

The City of Wilmington is opening the ESDA building located 103 N. Main St., as a warming center on Sunday, January 26, 2014 at 8 p.m. until Wednesday, January 29, 2014 at 10 a.m. because of the extreme cold weather.

Questions regarding the warming center can be directed to the Police Department non-emergency at 815-476-2811.

When the forecast calls for below normal temperatures and extremely cold wind chill factors, the City of Wilmington would like to remind residents to take every precaution to ensure their health and safety. Especially at risk are the elderly, infants and young children, people with disabilities and persons taking medication for chronic health conditions. Residents who have at risk friends, neighbors or relatives should help by
checking on them periodically.

Dear Municipal Customer,

Due to the severe weather experienced over the weekend and the projected sub-zero temperatures, Waste Management will be closed on Monday, January 6th, 2014.   We hope to resume services on Tuesday, January 7th   we are anticipating to be operating one-day late through the week.

We appreciate your patience and understanding of this decision and apologize for any inconvenience this may cause.  We also want to express our appreciation for the efforts of your Public Works personnel and snow removal crews for their efforts to keep the roads clear during this past week and in the days ahead.  It’s been a very challenging week and we wish to express our gratitude.

Adopt a fire hydrant and clear access for the Fire Department

The Wilmington Fire Protection District asks residents to help us help you! After receiving significant snowfall totals, we are asking that the public notify us of fire hydrants that are buried or have access impeded by snow. Shoveling out a fire hydrant before an emergency occurs could save us valuable time when arriving to an emergency scene. The snowfall itself we’ve received isn’t significant enough to bury our fire hydrants, but coupled with the anticipated drifting and snow plowing efforts to keep our roadways and parking lots clear buried hydrants could become an issue. If community members would like to “adopt a fire hydrant” that is in front of your home or business and help by clearing access, your help is greatly appreciated! We try and maintain about a 3’ clearing around the fire hydrant to allow us to make hose connections and turn the hydrant on. If you do adopt a fire hydrant and clear access for us, send us your pictures so that we can post them on our Facebook page! If you do spot a buried hydrant you can simply call the fire station at (815)476-6675 to report it so that we can shovel out the hydrant. We thank you for your assistance and be safe!

Seeking Volunteer Bus Drivers
10-12 Passenger Pace Champion Bus

The City of Wilmington is seeking Volunteer Bus Drivers to operate a 10-12 Passenger Champion Bus.  The driver will be responsible for transporting City of Wilmington citizens to medical appointments, shopping and other scheduled events within Wilmington and Joliet areas.

Applicant must be
at least 21 years of age, have a valid IL driver’s license, have a good motor vehicle record, be able to pass a background check and drug test, must pass a mandated DOT Physical Examination and successfully pass the PACE on-line school course.    
Experience in driving a mini-bus is preferred.  The ability to work well with the public is a must. Flexibility and the ability to be a team player are essential.

Duties and Responsibilities:
Complete a Paratransit Vehicle Review checklist.
Check all fluid levels on bus before leaving the City.

Keep a daily log of their hours and the number of miles driven.

Clean the interior and exterior of the bus upon returning to the City.

Extend every courtesy to the passengers. 

Follow the schedule given to them by the Transportation Coordinator to insure that the passengers arrive at their destination safely and on time
.
The candidate must have, at all times, the ability to comply with and/or meet all standards or qualification requirements applicable to the Pace Bus Municipal Vehicle Program.

Spring Leaf Pick- Up



                       The City of Wilmington Public Works Department will be picking up leaves April 22 thru May 2

Leaves must be piled in the parkway in front of your home, up on the curb. There will be no leaf pick-up in alleys. 

Please place the leaves in a row parallel to the street.

It is important not to put leaves in the street as they can block storm sewers and lead to flooding.

This is a leaf pick-up only. No bags or boxes. Continue to use yard waste bags for grass clippings and garden debris to be picked up separately by Waste Management on your regular pick-up day.

Vehicles parked in front of leaf piles may prohibit pick-up. We encourage you to move vehicles as needed.

Volunteer of the Year







Dean Dennis named Volunteer of the year!

Dean has been involved with Boy Scouts for years.
Dean has been a strong leader in the Lions club for over a decade. He plays a key role in the annual “Wilmington Lions Spook Hike”. Recently Dean has spear headed the “Christmas Walk” on the North Island that helps raise funds for our food pantries in town. This year it raised over 2,200 dollars,
Dean is an avid carpenter as most of us know. He has volunteered to make shelving for our Wonderful local library and pinewood derby tracks for our Scout packs.
Dean is also a veteran. He volunteers down at the VFW every chance he gets (dinners, breakfast and special events). He makes the wood flag cases for our veterans that hold the flags for the veterans we have passed away here in Wilmington.
Dean is also a big Support of our local organizations.

Wilmington Fire Protection District GPS Fire Hydrant Project



The Wilmington Fire Protection District project of GPS locating the fire hydrants in the Wilmington Fire Protection District has recently been completed.
The hydrant GIS layer has been implemented on our apparatus computers for use with our electronic mapping. A total of 618 hydrants were located over a period of just over 2 months. When the data set was delivered to Will County 911 for them to input, they commented on how accurate the data was as compared to other hydrant GPS projects they’ve seen. As quickly as the night of the implementation, this data payed off as we responded to a kitchen fire in an apartment building on Meadowood Ln. While enroute to the scene, companies were able to locate available hydrants closest to the incident location and quickly implement the appropriate fire attack strategy. This of course will also assist in obtaining ISO credit for having a GPS hydrant map. The GPS locating software used was an ESRI platform.
The data is available to us through Will Co. 911 for future use and needs.

Open house will explain new water-sewer rates and fees

The Wilmington City Council will hold an open house Wednesday, Jan. 2, to explain proposed increases on water bills coming in early 2013. The changes include the addition of at least $20 per month in base fees, regardless of the amount of water used, and the elimination of small debt service fees.
