A Long Range Transportation Plan for Fast Growing Will County
Regional projections show the County's population growing from approximately 680,000 to more than 1.2 million by the year 2040, adding over 520,000 residents and over 241,000 jobs! To help us understand what this means for our multimodal transportation network over the next 25 years, the Will County Division of Transportation (DOT) is updating its current Long Range Transportation Plan and kicking off an initiative called "Will Connects 2040".
Will Connects 2040 will serve as our roadmap for transportation that will guide investments for everyone who lives, works, and plays here. The County has made significant investments in its multimodal infrastructure, which must not only be maintained, but also strategically enhanced to accommodate residents and businesses. To foster the continued prosperity of residents and businesses and the high quality of life we enjoy here, we are proactively planning for growth by establishing a strategic direction and setting priorities for future transportation investments through Will Connects 2040.

Starting this January, Will County DOT launched an online community engagement tool on its project website, www.WillConnects2040.org, to gather input early in the planning process. Residents, business owners, transportation users and the general public are invited to weigh in on issues, needs, and priorities for Will County's transportation system. Your input will have a direct effect in shaping the future of transportation initiatives across the County.

City wide spring clean up is May 14, 2015
City of Wilmington Residents:
The city wide spring clean up is May 14, 2015. All items must be placed curbside by 6:00 a.m. for Waste Management pickup.
Items to be picked up include: couches, chairs, tables, mattress, white goods (i.e. ranges, washers, dryers, appliances with Freon, water heaters), automobile tires (limit of 4 - no rims), carpet and padding (all carpet & padding must be cut into 4-foot lengths, rolled and secured with tape or sting not to exceed 50 lbs).
No pick-up for building materials, fencing, large car parts, engine oil, and yard waste. To make special arrangements for pick up of these items call Waste Management directly at 1-800-796-9696.
As of January 1, 2012, the following electronic devices have been banned from landfills: televisions, computers, printers, electronic keyboards, facsimile machines, videocassette recorders, portable digital music players, digital video disk players and video game consoles, small scale servers, scanners, electronic mice, digital converter boxes, cable television receivers, satellite receivers, and digital video disc recorders. Will County offers free disposal for these items at various drop locations throughout the County. A list of these sites with hours of operation can be found atwww.willcountygreen.com. For home pick up residents can also contact Vintage Tech Recyclers directly at 1-866-631-1707 or by email at willcounty@vintagetechrecyclers.ccm.
Anyone hauling items into the City will be considered dumping and will be fined.

Yard waste pickup by Waste Management resumes for the season on April 2, 2015.
Yard waste such as grass clippings, leaves and tree branches will be collected on a weekly basis the same day as your regular pickup.
Yard waste must be placed in kraft paper bags, which can be purchased at local retail stores.
96-gallon yard waste carts are available for rent from Waste Management for $48.00 per year by contacting the Customer Service Center at 1-800-796-9696.
Brush and branches MUST be cut into 4-foot lengths and bundled with string or twine. Each bundle must not exceed 50 lbs. Unbundled brush will not be collected. Whole tress and limbs greater than 4 inches in diameter and stumps are not included in this weekly pickup. Please note that sod, whole trees, and dirt are not part of the weekly yard waste program.

Candidate Forum
Voters can ask the Wilmington candidates
The Wilmington Chamber of Commerce has scheduled a candidate forum for Thursday, March 19, beginning at 6:30 p.m. at Wilmington City Hall, 1165 S. Water St.
The public is invited to pose questions to the candidates running for Wilmington City Council, the School District 209-U Board of Education and Island City Park Board.
Voters who have concerns on, say, local government spending, the future of the school district, direction of the park district, can ask questions in written form to the candidates who hope to take office.

Waste Management will end its collection of yard waste materials for 2014
City of Wilmington Residents,
Waste Management will end its collection of yard waste materials (i.e. trimmed branches, shrubbery, leaves, grass clippings) for the 2014 season on November 28th. Yard waste is collected by Waste Management once per week on the same day as the refuse collection. All yard waste items placed out for collection by residents must be at the curb by 6:00 a.m.
Yard waste materials can be placed in “Kraft” paper bags designed and sold specifically for the collection and disposal of yard waste. Waste Management has available for rent or purchase 96-gallon carts to homeowners for the purpose of disposing of yard waste. If you would like obtain a yard waste cart please contact Waste Management directly at 1-800-796-9696.
Branches and brush must be bundled and tied with string or twine (not wire). Branches must be cut into lengths of 4 feet or less, and each branch should be no larger than 4 inches in diameter. Each bundle must not weigh more than 50 pounds.

Curbside leaf vacuum service

The City of Wilmington curbside leaf vacuum service is currently being delayed due to do equipment failure. Once the Public Works Department has fixed the leaf vac vehicle it will be back on the streets. To find out more information on the leaf vacuum services call the Wilmington Public Works Department at 815-476-3104.
During this time, please take advantage of the lawn waste services provided by Waste Management. Political Signs
City of Wilmington Residents and Business Owners:
It’s election season, and political signs are popping up everywhere. All political signage must adhere to the following regulations:
• Location - Signs cannot be placed on any property without the consent of the current legal property owner. Signs cannot be placed on public rights-of-way.
• Setback - Signs shall be setback at least twenty-five (25) feet from the edge of pavement of any adjacent street.
• Size – Sign cannot exceed 16 square feet.
• Display Period - There is no limit on the display period for political signs to the extent provided by 65 ILCS 5/11-13-1.
• Number of Signs - There is no limit on the number of political signs that can be displayed.

Nominating petitions

Nominating petitions and all necessary forms, including signature requirements, will be available for pick up at Wilmington City Hall, 1165 S. Water Street from 8:00 a.m. – 5:00 p.m. beginning September 23, 2014 for candidates who would like to circulate petitions for the April 7, 2015 Consolidated Election.
The following offices for the City of Wilmington will be nominated for election:
One (1) First Ward Alderman – 4 year unexpired term
One (1) Second Ward Alderman – 4 year unexpired term
One (1) Third Ward Alderman – 4 year unexpired term
One (1) Fourth Ward Alderman – 4 year unexpired term
One (1) Fourth Ward Alderman – 2 year unexpired term
The first day to file a petition is December 15, 2014 at 8:00 a.m. The last day for filing is December 22, 2014 until 5:00 p.m.
It is extremely important that prospective candidates learn about the qualifications and requirements for a particular office, gather enough valid signatures and correctly submit the necessary paperwork so they are not taken off the ballot. Many potential candidates are not always familiar with the process and make mistakes that jeopardize their candidacies. Vehicle stickers for 2014-2015
Vehicle stickers for 2014-2015 will go on sale Friday, August 1, 2014, at City Hall, 1165 S. Water Street. City Hall is open Monday-Friday from 8:00 AM to 5:00 PM. All owners that have vehicles registered within Wilmington city limits are required to purchase and display a current City of Wilmington vehicle sticker.
Forms will be mailed with the August utility billing. If you do not receive a form please stop by City Hall to pick one up or download the form by visiting www.wilmington-il.com.
The last day to purchase vehicle stickers at the regular rate is Tuesday, September 30, 2014.
REMEMBER:
• 2014-2015 stickers are valid from September 30, 2014 – September 30, 2015. The sticker must be displayed on the lower right (passenger side) of the windshield. Vehicles failing to display current stickers will be ticketed
• Senior citizen rates apply to a resident 62 years and older during the current sticker year. A valid driver's license and vehicle registration must be provided with the first year request for the reduced fee. A senior citizen rate of $5 per vehicle sticker with a limit of 2 per household per year.
• Residents under the age of 62 who have been awarded social security disability benefits are also entitled to a discounted city sticker at the $5 rate. The benefit award letter, the vehicle registration, and a valid driver's license must be shown to receive the reduced rate of $5 per vehicle sticker with a limit of 2 per household per year.
• License plate numbers are required on all applications. The only exception to this is if the plates for a new car have not yet been received. New residents and newly purchased car owners have 30 days to purchase and display stickers, regardless of whether or not the plates have been received.
• Pet licenses are sold at the same time. Pet owners must provide the current rabies number and expiration date.

Editor Helen Hoppe was in the audience at Tuesday's City Council meeting, while her son, Steve Evans, was sworn in to take her seat on the council. Hoppe was re-elected to a four-year term on the council in spring 2013. Due to health concerns, Hoppe has had to relinquish her position as alderman representing the residents of the Fourth Ward, which is on the west side of the Kankakee River. Mayor Marty Orr announced in May that he was looking for an individual interested in taking Hoppe's place. He approached Evans.
